ABC News: President Bush to announce that detainees held at secret CIA prisons, including alleged 9/11 mastermind Khalid Sheikh Mohammed, will be transferred to the Department of Defense and granted protection under the Geneva Conventions.

It took me a while to find that on the Reuters website - because their first posting, at 1:03 p.m., was under the "Politics" section.

*Now* (as of 1:35 p.m.) it's appearing on the main News page - "Bush to Announce Transfer of CIA Detainees."

"The official, who spoke on condition of anonymity, said the announcement was an acknowledgment of the existence of the CIA program to interrogate high-value terrorism suspects."

Of course, it's some detainees from some secret CIA prisons who will now get to go to Gitmo and eventually have trials that may follow at least some of the standard rules of evidence and the like.

But you'll note in the announcement of the "new" rules regarding prisoner treatment (no simulated drowning, no rape or enforced nudity, etc.), that the CIA is exempt. And this is Bush "restoring moral leadership." Makes you proud, dunnit?

I believe this is contingent on having Congress decide that what Bush did already was legal.
