why the commentaries are often so much better than the film itself?

Although, in this case, the movie (sorry, PotC) is damnfine, and the commentary (Kiera K. and Jack Davenport) is just an added fillip of snarky joy...

Oh, yes. The Jack Davenport-Keira Knightley commentary is my favorite part of the DVD. They banter so hilariously.

And apparently Davenport's part has been expanded for the sequel. Which I won't get to see till I get back from Antarctica. Feh.

My wife's favorite parts of the commentary are:
a) Kiera discussing what was filmed in the Caribbean and what was filmed in an LA tank
b) Kiera saying who great it was to kiss Johnny Depp and Johnny saying how kissing Kiera made him feel like a letcher since she was so much younger.

Have you seen him in ULTRAVIOLET? The role he played there was pretty close to a young Sergei.

Have, but it didn't stick in my brain. I suspect it's the actor, not the roles, that makes me think of Sergei, which was what clicked him into "must watch." Funny when that happens that way...
