At some point, I came across a claim that the purpose of this is to reduce the number of "trashcan babies." Right now if a pregnant teen miscarries and dumps the results, they can't prosecute her for anything but improper disposal.

Seems awfully sloppy, covering all women for the entire nine-months when they're worrying about a rare late-term phenomena that could be addressed directly. Anyone think that's really what the guy had in mind?
