I need suggestions for characters from televised media (ideally television, movies are good too) who would qualify, either self-described or otherwise, as "functional alcoholics."

Go.

Nathan, in "Leverage". (Tho' I suspect you have him down already.)

Everyone on Deadwood, most detectives, definitely Philip Marlowe, James Bond (although you probably already had that one), Don Draper (most of the time)

If this were Facebook, there'd be a thousand likes on this answer.

Also, possibly you could go with Dean Winchester from Supernatural as well.

It's streaming on Netflix now, so I'm watching it from the start for the first time. (I'd caught maybe two episodes, previously.)

Well, damn. Who were you again...?

(M'wife and I watched all of Leverage this last six months or so. It is not impossible that your support for the show had some bearing on that decision.)

Do you need it to be specifically alcohol, or will generalized substance addiction do the trick?

Nick and Nora Charles.

Or did you want more recent ones? Sorry. :)

My first thought was Leo McGarry from The West Wing, but I think I may have misunderstood the question...

I see someone watched Tuesday's episode of Supernatural, Dean literately used the line "I prefer the term 'functional alcoholic'".

I just saw the movie Chef last night and the character Tony played by Bobby Cannavale is a functional alcoholic. He reminds me of a functional alcoholic/chef friend of a friend I once knew, as well. Down to the head gear and everything. Weird.

BTW - if you haven't seen that movie yet, I highly recommend it! Good structure, pacing, and OMG the food pr0n.

I'm a little late to the party, but the late Harry Caray qualifies.
